Some 38 children born with disabilities and Down Syndrome aged between a week and three months old have already been killed by the IS, claims Iraqi monitoring group, Mosul Eye.
The children were murdered by lethal injection or were suffocated.
The barbaric fatwa was issued by one of ISIS's Shar'i judges, a Saudi man named Abu Said Aljazrawi, Mosul Eye revealed on a Facebook post.
A statement from the group revealed: “Through monitoring and following the death incidents of children with Down syndrome and congenital deformities, we were able to learn that the Shar'i Board issued an 'Oral Fatwa' to its members authorising them to 'kill newborn babies with Down's Syndrome and congenital deformities and disabled children'."
The statement goes on to say that ISIS believes that “most of the children born with Down's Syndrome are those of foreign fighters who married Iraqi, Syrian and Asian women”.
“As if it is not enough for ISIL to kill men, women and the elderly, and now, they kill children.”
It is just the latest in a long list of barbaric crimes committed by Islamic State.
Earlier this month, a video reportedly released by the terror group showed children executing alleged spies.
The short film shows young boy jihadists racing through an obstacle course of building ruins, before finding a prisoner each.
Five of the 'spies' are shot at close range, while the last is beheaded.
The boys were understood to be all younger than 14 years of age.
The video, entitled, 'To The Sons of Jews' is believed to have been filmed at the al-Rahba castle in 'Wilayat al-Khayr' in Syria, which was known as the Deir ez-Zor Governorate before it was occupied by the terror group.
